User Group

The final user group for the year was held on 3 December at the offices of State and Regional Development (what a view). This was one of the largest attended user groups for 2010 and it is great to see so many people coming along. The topics covered included:

  • The Support Desk journey - Helen Unwin from Support gave an account of how far the Support Desk has come in terms of knowledge and use of the system and their support of all the agencies.
  • Contingent labour - what to do with all those open Requisitions!
  • Benefits of using the offer module to generate and send letters of offer to the successful candidates.
  • Optimisation - what we will be doing in 2011 to help you use the system to its maximum potential.

Recruitment Campaign and Career Profiles/

Advertising your recruitment campaign and promoting careers on jobs.nsw has never been easier. All you need to know is contained in the brochure www.jobs.nsw.gov.au Helping You Recruit – Campaign Advertising and Career Profiles. By providing a few key pieces of information and images, your careers and campaigns can be prominently displayed on the website.

Requisition Form Review

Based on feedback and consultation with agencies at a number of user groups, the project team has reviewed the fields contained within the requisition form. Fields that logically sit in a better place have been moved and those fields that are a duplication or no longer relevant have been removed. Information was sent to agencies on 30 November 2010

Statistics - www.jobs.nsw.gov.au

In October there were 772 positions advertised with 13,889 applications received. Over the month there were over 219,000 visitors to the site. Since the new jobs.nsw was launched, there have been 8,370 positions advertised with a staggering 142,912 applications received.

System Optimisation

We understand there is limited value in implementing a new system without following this up with structured support and review mechanisms to ensure the most value is realised across the diverse needs of NSW Government agencies. To provide for this, work continues on the optimisation strategy with the development of 8 workstreams to be completed over the coming 12 months.

1. GoldStar Recruitment Blue Print is our leading workstream designed to provide agencies with a project plan to using the full capability of the system in a paperless recruitment environment.

2. Communications and Publications is a workstream shaping the ongoing communication of the project, including the optimisation activities, and management of associated documentation.

3. Executive Support aims to arm senior executive with knowledge of the system capability and the strategic focus of recruitment needs.

4. Agency Status Evaluation targets the one-on-one support for agencies to realise the full benefits of the system and gain an appreciation for the use of the system in their unique environment.

5. Support Optimisation aims to ensure the best possible user support is in place for both agencies and candidates.

6. Coaching and Mentoring provides the support and resources needed by agencies to progress along the project plan identified in the blue print to GoldStar Recruitment processes.

7. Promoting jobs.nsw focuses on the use of jobs.nsw as the central portal for all NSW Government job applications and promotional site for agency recruitment campaigns.

8. Implementation of Taleo 10 will provide the change management approach and support needed for the successful implementation of the newest version of the software.

“Go Live” of Phase 6 agencies

The “go live” of Phase 6 agencies on 3 November represents the completion of the Rapid Deployment component of the e-Recruitment implementation resulting in over 70 agencies implementing the system in the past 12 months. The remaining agencies in the deployment schedule are large and complex in nature. As a result, they have been separated into what we have termed Multi Phased agencies. We will continue to work closely with these agencies over the coming months to deliver the complete implementation within the first quarter of 2011.

Promoting jobs.nsw

During May a promotional campaign is being run to increase the awareness of the new jobs.nsw website (www.jobs.nsw.gov.au) to the general public.

Several activities are occurring including an online marketing campaign and a stall at the Sydney event of the National Careers and Employment Expo.

The National Careers and Employment Expo is a large careers event occurring across Australia, and the Sydney Expo was held from 30 April to 1 May 2010. The NSW Government had a stall at the Expo with screens and computers showing the new jobs.nsw website, and ads promoting the website appearing in the Daily Telegraph.

An online marketing campaign commenced early May with banner ads appearing on the job search websites Seek (www.seek.com.au) and CareerOne (www.careerone.com.au), as well as the Sydney Morning Herald (www.smh.com.au), and on the social networking site Facebook. Online ads will be running for the month of May.

Phase 3 “go live”

The 33 Phase 3 agencies went live with the full e-Recruitment system on 16 March 2010.

Congratulations and thank you to the Phase 3 agency Project Managers and their teams for achieving this outstanding milestone in the deployment of the NSW Government’s e-Recruitment system.

User groups and phase 3 evaluation

There will be two User Group meetings in April and May.

The aim of the first User Group will be to bring together Phase 2 and 3 agency users to understand and support each other with key issues with respect to the usage of the e-Recruitment system.

The second User Group will be for Phase 4 Project Managers. This group will focus on change management and Janene Browning from Work Cover will be discussing the steps they took to ensure the e-Recruitment system was successfully rolled out across the organisation.

Phase 3 Project Managers will also be invited to attend a meeting to evaluate the system implementation in order to improve the deployment method for future phases.

Invitations to these activities will be sent out in April.

Once all agencies have implemented the e-Recruitment system we will be organising User Groups based on the 13 super departments.

Phase 3 deployment

During January / February the e-Recruitment system was configured for the 33 Phase 3 agencies and demonstrations were held with each agency to validate system configuration. Phase 3 training commences on Monday 8 March 2010, with “go live” on target for Tuesday 16 March 2010.

Phase 5 Briefing Day: -

17 agencies are involved in Phase 5 of the e-Recruitment System Implementation

On Tuesday 8 December, 2009 a briefing day was held for Phase 5 agencies at the State Library of NSW. The briefing provided an overview of e-Recruitment plus information on the functionality of the new e-Recruitment system and the strategic HR opportunities.

A case study was presented from the Director of Human Resources, Corrective Services Judy Windle. Judy spoke about the strategic and operational HR opportunities their agency had experienced in transitioning to the new e-Recruitment system.

Corrective Services is a pilot agency involved in the initial phases of the e-Recruitment Project and were instrumental in championing the change in recruitment practices through the implementation of the e-Recruitment solution.

Phase 5 agencies were presented with an end to end demonstration of the new e-Recruitment system and participated in an interactive forum. Phase 5 agencies are scheduled for full functionality of the system in October 2010.

Phase 3 Agencies

32 agencies are involved in Phase 3 of the e-Recruitment implementation

Phase 3 is scheduled for go live in March 2010.

Following on from the Phase 3 Kick off Day agency Project Managers attended a series of briefings and workshops, example:

  • Core Team Training examined the functionality of the new system; and
  • Design Workshops to explain data gathering requirements

Commencing January 2010 Phase 3 agencies will participate in system demonstrations and training as part of the rapid deployment approach in readiness for go live in March 2010.

Phase 2 "go live"

We are pleased to announce on Friday 9 October, 2009 the launch of the new jobs.nsw website (www.jobs.nsw.gov.au). The new website has a totally fresh new look and feel and contemporary and secure functionality.

Getting Ready for Phase 2 "go live"

There are six phases to the overall deployment of the e-Recruitment system, the launch of the new jobs.nsw website involved all NSW Government agencies changing over to the new website.

Phase 2 comprises of four pilot agencies - Corrective Services, Premier and Cabinet, Technology and Administration and WorkCover. These agencies have recently completed the analysis and design work associated with the full end to end recruitment system and recently completed User Acceptance Testing.

Phase 1 Training News

Phase 1 training commences in August. The training will be in two sectors with agency trainers, recruiters and super users receiving face to face workshops; and case managers receiving self paced learning available on line.

e-Recruitment System Testing

During July extensive User Acceptance Testing was carried out for the Phase 1 functionality. The e-Recruitment Team coordinated the testing with agency stakeholders. The testing involved assessing the system across all Phase 1 functionality in readiness for the go live.

Phase 1 Training

Phase 1 training is currently being coordinated and those involved will be part of an exciting new chapter in job recruitment for the NSW public sector.

Phase 1 will allow government employees and external candidates to have improved access to on-line services through the new jobs.nsw website, a brand new website that will revolutionise the way people find jobs in NSW Government.

We are working to bring Phase 1 forward and the e-Recruitment system will be rolled out in six phases across the sector between October 2009 and December 2010.

Taleo Appointment

NSW Government underwent an extensive and comprehensive tender evaluation process, done in accordance with the State Contracts Control Board regulations, to ensure the most appropriate product was selected for the e-Recruitment system.

Taleo Corporation has been appointed to provide the e-Recruitment system for NSW Government. Taleo has a proven track record in providing e-Recruitment systems to organisations of the size and complexity of NSW Government.

Briefing Day

On Wednesday May 20 a briefing day was held at the State Library of NSW to enable representatives from 32 Phase 3 agencies to receive an e-Recruitment overview, plus information on the functionality of the new e-Recruitment system and the strategic HR opportunities.

Case studies were presented by two pilot agencies, Corrective Services and WorkCover. Janene Browning from Workcover presented a case study on engaging and interacting with their client agencies throughout the implementation of the e-Recruitment system. Judy Windle from Corrective Services then presented a case study highlighting the strategic opportunities of the e-Recruitment system implementation.

Phase 1 Data Collection

Phase 1 involves changing over to the new jobs.nsw website which will have a fresh new look and feel as well as functionality designed to replicate current functionality. On 14 April 2009 all current jobs.nsw agencies were contacted to provide data for the set up of Phase 1 implementation. The data collection is designed to obtain information on users, organisation structure and locations and will form the foundation for future data collection.

Deployment planning

The NSW Government e-Recruitment solution will be rolled out across the sector between October 2009 and December 2010. To help NSW government agencies plan for this implementation a deployment strategy has been developed and distributed to all agencies HR representatives. Pilot Working Group update

On March 2 representatives from pilot agencies attended a capability framework workshop, hosted by the e-Recruitment team and facilitated by the Department of Premier and Cabinet, designed specifically to address practical issues in using the framework with the e-Recruitment system. Over the past month the pilot agency working group has endorsed the terms of reference, project charter, implementation project plan, stakeholder identification and system configuration workshop schedule.

New jobs.nsw visual branding and website design

  • The e-Recruitment team has commenced work with the web developer to develop a fresh new look and feel for visual branding and website design.  There will be extensive focus group testing of the new website design.

Tender evaluation

Tenders to provide the e-Recruitment solution are now being evaluated. The evaluation is done in accordance with State Contracts Control Board regulations. Ten international and Australian businesses met the January 27 deadline for tender submissions.

Working group action

The newly formed Pilot Agency Working Group meets fortnightly from February 18. The group is made up of representatives from the e-Recruitment pilot agencies, ServiceFirst, consultants PinPoint HRM, the successful vendor, and the e-Recruitment team.

  • The objective of the Pilot Agency Working Group is to adopt a new operational and strategic focus to champion change in recruitment practices through the implementation of the e-Recruitment solution.

Access and equity

To help everyone across the community have better access to the NSW government's future online recruitment services, the e-Recruitment team is looking at innovations and practices that can be introduced or upgraded so that, for example, Aboriginal and Torres Strait Islander people, those whose first language is not English, and people with disabilities or living in rural areas can take advantage of public sector employment opportunities.

e-Recruitment project online

The website for information on the e-Recruitment solution went live on January 21 2009.

It will be updated with news and progress.

Soon too this website will be the entry point for the e-Recruitment extranet.

The extranet will enable pilot agencies, the successful vendor and others critical to the project's success to log into their own site via the e-Recruitment homepage and work together online.
