Department of Premier and Cabinet announcements are published as Ministerial Memoranda and Department Circulars. 

A Memorandum is issued by the Premier to all Ministers to communicate whole of Government administrative policies. Department of Premier and Cabinet Circulars may also contain whole-of-Government policy announcements, relating mainly to the management and administration of the NSW Public Sector. These policies are binding on those agencies or groups of agencies identified in the Circular which may be either Public Service Departments or all the NSW public sector.

Memoranda and Circulars are occasionally prepared at the request of other Ministers, for example where a policy emanating from a particular Minister's portfolio requires whole-of-Government adoption and implementation.
