Community Engagement and Events Division

What does the Community Engagement and Events Division do?

Formerly known as the Office of Protocol and Special Events (OPSE), Community Engagement and Events Division (CEED) is part of the NSW Department of Premier and Cabinet, established in 2002.

CEED provides management and coordination services for the Premier in:

CEED is involved with events that require government support and investment of resources, and require specialist central government agency attention such as:

  • Official Government ceremonies e.g. Remembrance Day
  • Hospitality functions associated with official visits by Heads of Government
  • One-off public events such as Olympic and Paralympic Welcome Home Parades
  • Annual major events such Australia Day and New Years Eve

The sections within Community Engagement and Events include:

Protocol and Business Operations

Coordinates and supports entire unit with legal contracts, finances, office administration and HR.

Coordinates the planning and conduct of major visits by Heads of State, Heads of Government and Guests of Government. Coordinates and delivers hospitality on behalf of the Premier, especially in relation to Official Visits, State Receptions and other state occasions.

Advises the Premier, the Ministry, the Parliament, government departments, the corporate sector and the public on protocol related matters such as ceremonies, Indigenous Ceremonies (following the NSW Aboriginal Cultural Protocols and Practices Policy), forms of address, and tables of precedence and flag procedures.

Communication and Corporate Strategy

Provides advice to major event organisers and manages the strategic event stakeholder management plans, marketing and communications, corporate relations and sponsorship programs for CEED. Manages the Whole-of-Government activity across all NSW Government agencies that coordinate major special events in NSW.

The strategy encompasses stakeholder coordination, marketing, promotions, websites, public relations, communications, media, advertising and corporate relations related to CEED and its special events and programs.

Plans, coordinates and manages marketing and communications activities for events, and secures significant levels of financial and in-kind support through corporate relations and sponsorship activities.

Community Initiatives

Manages the coordination of Community Cabinet Forums across the state to provide members of the community to meet with the Premier and Ministers and express their concerns and issues.

Also manages volunteering forums and initiatives to support Minister of Volunteering and community participation.

Plans, coordinates and manages Australia Day community programs.

Administers the Premier’s Miscellaneous Grants Fund and Rural & Regional Miscellaneous Grants Funds. Coordinates activities for Veterans’ Affairs.

Coordinates a number of award programs including the NSW Service Medallion and State Representative Awards.

The NSW Service Medal is presented to public servants who have worked for forty or more years in the service to the people of NSW. For further information email opse@dpc.nsw.gov.au

The State Representative Award is presented in recognition of people who reach state representative level in any field. Candidates of any age who have succeeded in a competitive field such as dance, music, sport, the arts or academically, and are now representing the state of NSW nationally or internationally, may apply for the award. Event Policy, Planning and Delivery

Provides policy advice to government and major event organisers on safety and user-pays policy.

Provides leadership to government, the events industry and the community on issues related to 'best practice' special event management. Also responsible for managing all aspects of events delivered by CEED.

Manages a website that provides comprehensive resources for event organisers, participants and volunteers. The site features a showcase of special events, an events database, information on volunteering, and information for event organisers to assist in their planning.
