The Office of Protocol and Special Events (OPSE)
What does the Office of Protocol and Special Events do?

The Office of Protocol and Special Events (OPSE) is a division of the NSW Department of Premier and Cabinet, established in 2002.

"Special Events" are those major events that involve government support and investment of resources, and require specialist central government agency attention such as:

  • Annual major events e.g. Australia Day and New Years Eve
  • Official Government ceremonies e.g. Remembrance Day
  • Hospitality functions e.g. associated with official visits
  • One-off public events such as the Athens Torch Relay, Queen's Baton Relay and Olympic and Paralympic Welcome Home Parades

Australia Day

The Australia Day Council of NSW (ADCNSW) was established in 1981 following the formation of the National Council in 1979.

The ADCNSW vision is to inspire national spirit and enrich the life of the nation by working with and for the community.

New Year's Eve

The City of Sydney hosts a day and night full of events suitable for the whole family.

Two spectacular fireworks displays (9pm and midnight) herald in the New Year and are watched by millions of people in Australia and around the world.

The NSW Service Medallion – This award is presented to public servants who have worked for forty or more years in the service to the people of NSW. For further information email opse@dpc.nsw.gov.au

State Representative Awards – The State Government has instituted an award to recognise people who reach state representative level in any field. Candidates of any age who have succeeded in a competitive field such as dance, music, sport, the arts or academically, and are now representing the state of NSW nationally or internationally, may apply for the award. The sections within the Office of Protocol and Special Events include:

Special Events Policy and Planning

Provides policy advice to government on special event issues such as safety and user-pays policy for major events.

Provides leadership to government, the events industry and the community on issues related to 'best practice' special event management.

A website has been developed to provide a comprehensive resource for event organisers, participants and volunteers. The site features a showcase of special events, an events database, information on volunteering, and information for event organisers to assist in their planning. Special Event Management

Responsible for managing all aspects of events delivered by OPSE from the planning stages through to delivery.

Protocol and Community Programs

Coordinates the planning and conduct of major visits by Heads of State, Heads of Government and Guests of Government.

Advises the Premier, the Ministry, the Parliament, government departments, the corporate sector and the public on protocol related matters such as ceremonies, Indigenous Ceremonies (following the NSW Aboriginal Cultural Protocols and Practices Policy), forms of address, and tables of precedence and flag procedures.

Coordinates and delivers hospitality on behalf of the Premier, especially in relation to Official Visits, State Receptions and other state occasions.

Plans, coordinates and manages Australia Day community programs including the Ambassador Program and Australia Day Address.

Business Strategy and Support

Manages the strategic marketing and communications, corporate relations and sponsorship programs for OPSE.

The strategy encompasses marketing, promotions, public relations, communications, media, advertising and sponsorship related to OPSE and its special events and programs.

Plans, coordinates and manages marketing and communications activities for events, and secures significant levels of financial and in-kind support through corporate relations activities.
