Don Colagiuri SC
Admitted as a barrister in 1975 and appointed as a Senior Counsel in 2003. Joined the Parliamentary Counsel's Office as legislative drafter in 1974. Appointed Deputy Parliamentary Counsel in 1991 and Parliamentary Counsel in 2001. Member and Secretary of the Australasian Parliamentary Counsel's Committee. Major interests: drafting legislation (including state constitutional and public sector legislation, criminal legislation and model laws).
Zoe de Saram
Zoe de Saram commenced her career in the NSW public sector in the Department of Agriculture in 1990 where she worked as an agricultural economist. She has also worked as a senior policy adviser to a NSW Government Minister and joined The Cabinet Office in 2001.
Zoe has extensive experience in policy development and providing strategic policy advice across a range of portfolios, including energy, transport, treasury, state and regional development and natural resources.
In the Department of Premier and Cabinet, Zoe is the Executive Director and Chief of Staff of the Office of the Director General.
Peter Duncan
Peter Duncan was Executive Director of the Infrastructure Implementation Group until the new Office of Coordinator General (OCG) was formed in April 2007. The OCG supports major government and non-government initiatives that aid development of NSW. It receives and reviews major private sector infrastructure and investment proposals and considers strategies that facilitate planning and implementation with a whole-of-government focus.
Prior to this Peter was Chief Executive Officer of Forests NSW. Forests NSW is a Public Trading Enterprise within the NSW Department of Primary Industries and is responsible for the management of three million hectares of native and plantation forests throughout NSW.
Peter was Chief Executive and Director of the Centennial Park and Moore Park Trust and served on senior government committees, including the NSW Centenary of Federation Committee and the NSW Major Events Committee. He was awarded a Centenary of Federation medal for “services to the community” in 2001 and is currently governor of the Centennial Parklands Foundation. Peter also held positions in NSW Department of Public Works, Department of Main Roads and in local government. He has undertaken private consulting work in infrastructure projects in Australia and London, where he worked on the London Docklands Redevelopment project.
In the lead up to the Sydney 2000 Olympic and Paralympic Games, Peter was Director of Estate Management for the Olympic Co-ordination Authority. He remains a Director of the Parklands Foundation Limited at Sydney Olympic Park.
Graeme Head
Graeme Head is Deputy Director General (State Administration & Performance) with the NSW Department of Premier and Cabinet – a newly established role combining state administrative services with the additional responsibility for reviewing the performance of government agencies and driving sector-wide service improvement initiatives.
Between 1990 and 2007, Graeme spent 17 years in senior roles in environment portfolio agencies, notably as Assistant Director General at the Environment Protection Authority and, most recently, six years as the Chief Executive of the Sydney Catchment Authority. He has extensive experience in policy development, regulatory reform, infrastructure development and the design and implementation of a wide range of environment protection measures.
Graeme began his professional life as a registered nurse in the 1970s. He was one of the first health educators to work on the HIV-AIDS epidemic when it emerged in the early 1980s, and worked in a range of policy and program management roles dealing with HIV and drugs policy throughout the remainder of that decade.
Ben Keneally
Ben Keneally is the Executive Director of the NSW Premier's Delivery Unit. His unit is focused on driving the NSW Premier's service delivery agenda across the NSW Public Service. In particular The Delivery Unit was responsible for driving the development of the NSW State Plan and is now responsible for reporting on and supporting its delivery. Prior to the creation of the PDU, Ben was Executive Director, Policy Strategy and Finance for the NSW Department of Housing. Before joining the public sector, Ben was a Principal with international management consultants The Boston Consulting Group with whom he worked in both Australia and North America. He has an economics degree and a law degree with first class honours from Sydney University.
John Schmidt
John Schmidt has worked in the private sector as a solicitor and tax advisor. He has held various positions with the Commonwealth Government within the Australian Taxation Office. He has also held a number of positions in the New South Wales public sector with the Attorney General’s Department, the Department of Fair Trading and the Cabinet Office.
He holds Bachelor degrees in Arts and Laws from the Australian National University and a Master in Arts from the University of Sydney. He is admitted as a Solicitor of the Supreme Court of New South Wales.
Alex Smith
Alex Smith commenced his career in the Department of Agriculture in 1968. He held a number of administrative positions culminating with his appointment as Manager of Administration and Licensing in the Division of Fisheries and then Manager of Executive Support. In 1986 Alex went to the Special Commission of Inquiry into the Police Investigation of the Death of Donald MacKay as Secretary to the Inquiry.
During the past twenty years Alex held senior positions in the Department of Industrial Relations and Employment, the Department of Land and Water Conservation, Premier’s Department and the Department of Premier and Cabinet. Over the past decade Alex led Premier’s Department to deliver its state administration and machinery of government responsibilities. In the Department of Premier and Cabinet Alex continues in this role as Deputy Director General, State Administration Services.
